Regulation Related to Earthquake Gas Shut off Valve Installation
In California, regulations for earthquake gas shut off valve installation are governed by a combination of state law and local building codes. Under the California Health and Safety Code Sections 19200-19204, seismic gas shut-off devices must be certified by the State Architect, but the law explicitly states that installation is not universally required statewide.
At the local level, requirements vary across the Bay Area. For example, Alameda County regulations (Section 1312.13) require approved gas shut-off devices to be installed in certain cases, particularly for new construction or significant alterations. Similarly, cities like San Francisco enforce building and safety codes that require proper gas shut off systems and mandate automatic seismic shut-off valves for new buildings and major renovations to reduce fire risks after earthquakes.
In Oakland, municipal safety planning acknowledges the need for such valves and has considered ordinances requiring installation during property transfers or major upgrades, though requirements are not uniformly retroactive across all existing homes.
Across nearby service areas such as Emeryville, Kensington, and San Leandro (which fall under Alameda County or similar regulatory frameworks), the general rule remains consistent:
- Mandatory for new construction and certain renovations
- Not automatically required for older homes, unless triggered by upgrades, code compliance work, or specific local ordinances

I had leaking showerheads in two showers. Albion scheduled a visit quickly and and quickly replaced two different mixing valve cartridges. Another company sent a rep a couple of months earlier who flat out declared the problem a non-issue and charged me $75 and left without fixing anything.

They were super friendly , thorough and efficient over the phone and the technician who came out was just as great. He was in and out and had the problem fixed in no time. Albion's team worked long and hard to clear plant roots out of the sewer. They dug up a section and installed an accessible cleanout so that future work will be easier. They even pulled out an old plumber's snake that had been stuck inside the sewer pipe for years. That was heroic!
